There is no right or wrong answer and I would say it all depends on the type of load the applications on the VMS will be running. I generally will aim for 6 - 8 vcpu per physical core but this will all depend on what environment and load. Think you could fit between 30 to 40 with that setup. But without knowing the workload of them you can't say for certain.
