We are encountering the same kind of problem.
We are using another brand of dongles (Gemalto) and a more recent version of the OS (RHEL 7.5) on a HP ProLiant server with vSphere, but the symptoms are identical.
Did you find a solution to your issue?
Did you contact VMWare officially to have their support?
We strongly believe that the issue is linked with virtualisation since we do not have such kind of issues on physical environments.
